Overall job purpose
The role will provide a key link between operations regional business management services, area teams and the core resourcing and scheduling team in supporting the development and direction of workforce planning, assisting in the allocation of resources to support delivery of reviews regionally and at a local level.
Key responsibilities
* Work with the core resourcing and scheduling team in developing and implementing a workforce planning and scheduling strategy aligned with the Healthcare Commissions corporate objectives, strategies and budgetary resources
* Work with the business services manager and core resourcing and scheduling team to develop systems to ensure the most flexible, efficient and effective use of resources nationally, regionally and at a local level, for inspections and reviews, enabling delivery in a timely way
* Provide solutions to area team leaders, assessment managers and area managers when additional or specialist skills are required to complete NHS and independent healthcare RICE activities, liaising with resource managers in other regions and the core operations resourcing and scheduling team.
* Work with regional staff, area teams and the core resourcing and scheduling team to find solutions to identifiable risks to capacity and capability of regional assessment teams
* Work closely with the core resourcing and scheduling team to identify skills and competencies required to meet local needs, to ensure these inform the workforce planning and scheduling strategy
* Contribute to the development and implementation of a strategy to utilise expertise external to the Commission to work on specific work streams aligned to the Commission's corporate objectives
* Develop and implement systems to support the use of external expertise at a local level - including payment tracking systems, support mechanisms, performance monitoring and feedback systems
* Produce reports detailing achievements against agreed performance targets for the regional operations business services manager, including the use of experts and associates
* Work with the core resourcing and scheduling team to meet stakeholder needs in reducing the burden and unnecessary demands on organisations
* Highlight and identify resource issues that may risk achievement of the Healthcare Commissions corporate objectives, working with the business service manager, area managers and the core resourcing and scheduling team to provide solutions
* Provide a quality service that meets the needs of external and internal customers.
* Maintain and share with the core resourcing and scheduling team a knowledge base of key changes within and external to health care that may affect planning and priorities.
* To uphold the core values, aims and objectives of Healthcare Commission and work within Healthcare Commission policies.
