The Union is seeking qualified candidates for the position of Director, Department of Tobacco Control based at The Union Europe Region Office in Edinburgh, Scotland. Responsibilities: Oversee and coordinate activities of the Department of Tobacco Control, including The Union Europe Office.Oversee Departmental budget, including management of available discretionary funds.Develop overall Departmental vision for tobacco control activities (with input from internal and external stakeholders/partners).Develop and implement Departmental strategic plan (with input from internal and external stakeholders/partners), ensuring overall technical quality of The Union’s work in tobacco control.Ensure appropriate evaluation of implementation of the overall strategic plan and specific sub-components, as well as other tobacco control activities undertaken by The Union, as required.Liaise closely with the Department of Finance and Development regarding the Department of Tobacco Control projects/budgets.Liaise closely with other technical departments (e.g. HIV, Lung Health and Tuberculosis).Actively participate in The Union Management Team.Liaise closely with Union centres and offices (e.g. India. China).Liaise with BI (and other relevant donors) regarding current Departmental Initiatives and future funding opportunities.Ensure coordination and implementation of tobacco control activities of The Union, in accordance with donor and country requirements.Represent The Union at scientific meetings and on committees with external partners as assigned.Ensure appropriate systems and resources in to facilitate the day-to-day operations of the Department.Hire, train, and supervise management staff and technical consultants in the compliance with The Union’s policies, procedures, applicable regulations and contractual obligations.Provide clear and timely delegation of duties to optimise staff autonomy and efficiency while providing needed guidance and advice as required.Lead the staff in managing and administering the Department’s programs, policies and activities, demonstrating a thorough knowledge of the organisation’s mission as well as an understanding of technical, operational, and ethical issues.Perform other tasks as assigned by Executive Director/Deputy Executive Director.Undertake travel as required by the exigencies of the role, including broader responsibilities to The Union Management Team.Qualifications: A Doctoral degree in relevant field with public health background.At least 10 years progressive relevant experience of running and or managing public health programs.Knowledge and experience of tobacco control programs is essential.Demonstrated ability to coordinate activities with officials from governments, NGOs, donors and other agencies.Strong background in strategic management.Previous experience with an NGO or relevant international organisation.Strong organisational and interpersonal skills and ability to work in a team-oriented setting.Demonstrated capacity to provide high quality program management.Self-motivated with strong leadership and team-building skills.Flexibility, tact and initiative.Excellent oral and written communication skills.How to Apply The Union is offering a competitive salary.
